What pay fixation 2026 is
The Services (Pay and Allowances) Order, 2026 (S.R.O. No. 347-Law/2026) was published in the Bangladesh Gazette (Extraordinary) on 17 September 2026 and takes effect from 1 July 2026. It replaces the National Pay Scale 2015 with the National Pay Scale 2026.
Pay fixation means working out which step of the corresponding grade in the new scale your basic pay lands on, starting from the basic you were drawing in the current (2015) scale on 30 June 2026. Paragraph 5 of the Order does that arithmetic; paragraph 9(2) takes the next step.
Paragraph 5 — the fixation rule
Paragraph 5(ka): if the 30 June 2026 basic is the initial step of the current scale, pay is fixed at the initial step of the corresponding grade in the new scale.
Paragraph 5(kha): above the initial step, subtract the initial step of the current scale from your basic and add that difference to the initial step of the new scale. If the new scale has a step equal to the sum, pay is fixed there [5(kha)(a)]; if it does not, pay is fixed at the next higher step [5(kha)(aa)].
Paragraph 5(ga): posts carrying a fixed pay — grade 1, Cabinet Secretary, Senior Secretary — are outside this step arithmetic.
Paragraph 9(2) — the 1 July 2026 increment
The order matters: pay is first fixed under paragraph 5, and one annual increment is then granted on that fixed step on 1 July 2026 — one further step up the new scale. If the fixed step is already the top of the scale, there is no room for the increment.
A worked example — grade 11
Suppose your basic on 30 June 2026 is Tk 13,790 in grade 11. The initial step of grade 11 in the 2015 scale is Tk 12,500, so the difference is 13,790 − 12,500 = Tk 1,290.
The initial step of grade 11 in the 2026 scale is Tk 25,000. 25,000 + 1,290 = Tk 26,290. That scale has no step equal to 26,290, so pay is fixed at the next higher step, Tk 26,300 [para 5(kha)(aa)].
Then one annual increment on 1 July 2026: 26,300 → Tk 27,600 [para 9(2)]. The total increase is therefore 27,600 − 13,790 = Tk 13,810.
Phased payment — paragraph 1(3)(ka)–(ga)
The higher pay does not arrive in full on day one. The staged percentages apply only to the fixation increase — the fixed step minus the basic pay on 30 June 2026 — while the annual increment is added in full at every stage [paras 1(3)(ka)–(ga), 9(2)]. For grades 10–20 the fixation increase is 50% from July to December 2026, 75% from January to June 2027, and 100% from 1 July 2027. For grades 1–9 the same stages are 40%, 70% and 100%.
In the example above (grade 11) the fixation increase is 26,300 − 13,790 = Tk 12,510 and the annual increment is Tk 1,300. The monthly basic works out as 13,790 + 6,255 + 1,300 = Tk 21,345 from July to December 2026, 13,790 + 9,383 + 1,300 = Tk 24,473 from January to June 2027, and Tk 27,600 from 1 July 2027.
Arrears — paragraph 1(3)(gha) and (ta)
The Order takes effect from 1 July 2026 but was issued on 17 September 2026. Pay for the months in between was drawn on the old (2015) scale, so the arrears are the difference between what the new fixation grants and what was already paid.
Two adjustments come into it. The special benefit is abolished from 1 July 2026 [para 1(3)(ta)], so whatever was drawn in that period comes off the arrears. And house rent allowance is frozen at the 30 June 2026 amount until 31 December 2027 [para 15(1)], so any excess drawn on the incremented basic is adjusted too.
Allowances, exceptions and final fixation
Every other allowance, including the festival and Bangla New Year allowances, stays at the amount receivable on 30 June 2026 until 31 December 2027; the new rates apply from 1 January 2028 [paras 1(3)(nya), 12].
Leave, suspension, deputation, promotion or post-retirement leave on 1 July 2026 bring the special provisions of paras 5(gha)–(jha) into play; the arithmetic above covers the ordinary case.
Finally, fixation is completed online in the Pay Fixation option of iBAS++ (www.ibas.finance.gov.bd), subject to verification by the accounts office [para 32]. The figures on this page are for working it out in advance; the binding numbers are the ones iBAS++ produces.
Frequently asked questions
- How do I do my pay fixation for 2026?
- Final fixation is done online in the Pay Fixation option of iBAS++ (www.ibas.finance.gov.bd) and is settled subject to verification by the accounts office [para 32]. Before that, the calculator on this page gives you the estimate, the phased entitlement and the arrears from your grade and your 30 June 2026 basic.
- Which basic pay should I enter for 30 June 2026?
- The basic you were drawing in the current (2015) scale on 30 June 2026 — the figure before the 1 July 2026 annual increment is added. Allowances are not included, only basic pay.
- Do I still get the annual increment on 1 July 2026?
- Yes. Under paragraph 9(2) pay is first fixed in the new scale under paragraph 5, and one annual increment is then granted on that step. If the fixed step is the top step of the scale, there is no room for it.
- When do I receive the full increase?
- In full from 1 July 2027. Before that, grades 10–20 receive 50% of the fixation increase from July to December 2026 and 75% from January to June 2027; grades 1–9 receive 40% and 70% in those two stages [para 1(3)(ka)–(ga)]. The annual increment, however, is added in full at every stage [para 9(2)].
- How are the arrears worked out?
- The Order is effective from 1 July 2026 but was issued on 17 September 2026, so the months in between were paid on the old scale. The arrears are what the new fixation grants less what was actually drawn, with the special benefit drawn in that period and any excess house rent allowance adjusted against it [paras 1(3)(gha), (ta), 15(1)].
- Does the special benefit continue?
- No — it is abolished from 1 July 2026 [para 1(3)(ta)]. Anyone who was on post-retirement leave on 1 July 2026 keeps it at the 30 June 2026 rate until that leave ends [para 1(3)(tha)].
- When do the new allowance rates start?
- From 1 January 2028. Until 31 December 2027 every allowance, including the festival and Bangla New Year allowances, stays at the amount receivable on 30 June 2026 [paras 1(3)(nya), 12].
